Please write a program to determine whether or not a year is a leap year. You should ask the user to enter a year, and your program will print out whether or not that year was a leap year. 

A leap year is divisible by 4, but if the year is divisible by 100, it is only a leap year if it is also divisible by 400. For example: 1996 is a leap year. 2000 is a leap year. 1500 was not a leap year - it is divisible by 4, but it's divisible by 100 and not 400.
