Lots of opportunity for visual storytelling here. I’m not sure I follow the cause-effect in the paradigm. What is the character goal that should be clear at PP1? What does Act 2 consist of (it should be obstacles that the boy has to overcome)? And what is the character's arc?
Perhaps the flood isn’t really the most important thing this character is dealing with. Is it just a metaphor in the backdrop? If so, then perhaps this is a rom-com, and his goal is to reunite with the girl.
