Great work. I can visualize this on the paradigm model. Your character biographies will be important here. Knowing their background and expertise will explain why they choose a scuba helmet and how they are able to get it done.
You might want to include an antagonist, or at least some opponents or judges that demonstrate to the audience that their low economic class is a real obstacle.
